The Agricultural Revolution: How New Farming Methods Made Industrialization Possible
The term “Agricultural Revolution” refers to a series of changes in farming methods, tools, land ownership, and crop choices that transformed British agriculture between roughly 1600 and 1850. Often overshadowed in popular memory by the steam engine and the factory, the Agricultural Revolution was in many ways the more fundamental transformation. Without the productivity gains it produced, the Industrial Revolution could not have taken place, because the people who worked in the new factories would not have had enough to eat, and the labor needed to run them would never have been available.
What Changed in British Farming
The most visible change was a dramatic increase in the output of British farms. Between 1700 and 1850, agricultural productivity in Britain roughly doubled, and in some regions it tripled. Several developments combined to produce this revolution.
One of the most important was the introduction of new crops, especially the turnip and the clover. The turnip could be left in the ground over the winter, providing feed for livestock when other food was scarce. Clover, along with other legumes, restored nitrogen to the soil, reducing the need to leave fields fallow. Together, these crops broke the old medieval cycle of planting, fallow, planting, fallow, and made possible a more continuous and productive use of the land.
A second change was the selective breeding of livestock. Pioneers such as Robert Bakewell in Leicestershire developed new breeds of sheep and cattle that produced more meat and more wool than traditional varieties. Other breeders improved pigs and horses. Better animals meant more food, more raw materials for the textile industry, and more manure to fertilize fields.
A third change was the gradual replacement of the heavy wooden plow, which had been the standard implement for centuries, with lighter, more efficient designs. Other new tools, including the seed drill invented by Jethro Tull around 1701, helped farmers plant more effectively and waste less seed.
Finally, a series of improvements in drainage, especially in low-lying and marshy regions, brought new land into cultivation and increased yields on land that was already being farmed.
The Enclosure Movement and Its Effects
Closely tied to the Agricultural Revolution was the enclosure movement, the long process by which open fields, common pastures, and waste lands were reorganized into privately owned, fenced holdings. From the sixteenth century onward, but especially after 1750, Parliament passed thousands of Enclosure Acts that allowed landowners to consolidate their often scattered strips into compact, efficient farms.
Enclosure made farming more productive, but it also had profound social consequences. Many smallholders and landless laborers lost their traditional rights to graze animals, gather wood, and grow vegetables on common land. Some were bought out or compensated; many were simply pushed off the land. The result was a growing class of rural workers with no land of their own, who had to sell their labor in order to survive.
This displaced population was one of the main sources of labor for the new factories. The link between enclosure and industrialization is direct: as farming became more efficient, fewer people were needed to produce food, and the surplus rural population migrated to towns and cities in search of work. The growth of cities like Manchester, Birmingham, and Leeds, and the rapid expansion of the factory system, cannot be understood without taking account of the mass migration of rural workers in the late eighteenth and early nineteenth centuries.
Regional Variation
The Agricultural Revolution did not unfold evenly across Britain. It began in the Midlands, East Anglia, and the south, where soil quality, climate, and land ownership patterns favored innovation. In these regions, large landowners, often operating in partnership with progressive tenant farmers, were quick to adopt new crops, new livestock breeds, and new methods. In the north and west, where farms were smaller and the land was rougher, change came more slowly.
The regional pattern helps explain why the early Industrial Revolution was concentrated in particular places. Lancashire, with its moist climate suitable for cotton spinning, sat next to the agricultural heartlands of the Midlands, and could draw on surplus labor and capital from those regions. The same was true of the West Riding of Yorkshire, where woolen textiles were mechanized at much the same time.
Food, Population, and the Industrial City
One of the most striking consequences of the Agricultural Revolution was the growth of the British population. Better food supplies reduced the number of deaths from famine and disease, and the population of England and Wales grew from about 5.5 million in 1700 to 17.9 million in 1851 — roughly 3.25-fold. The growth of the population provided the labor for factories, the customers for manufactured goods, and the migrants who built the new industrial cities.
It also placed enormous pressure on the food supply. Britain became increasingly dependent on imported grain in the early nineteenth century, a vulnerability exposed dramatically by the Napoleonic Wars and the trade disruptions they caused. The repeal of the Corn Laws in 1846, which had protected British grain producers from foreign competition, marked a decisive shift toward a Britain that was industrial, urban, and dependent on world markets for its food.
Consequences for the Countryside
The Agricultural Revolution was not an unmitigated blessing for rural communities. In addition to the displacement caused by enclosure, the new system of farming favored large landowners and capitalist farmers at the expense of smallholders and laborers. Wage labor spread through the countryside, working conditions on the new large farms were often harsh, and the gap between rich and poor widened. The rural protests of the late eighteenth and early nineteenth centuries, including food riots, machine-breaking, and the activities of the Swing Riots of 1830, can be read in part as reactions to these changes.
The literary critic Raymond Williams famously wrote about the “loss of the old England” in the period of the Agricultural Revolution, capturing the sense of social dislocation experienced by many rural communities. Writers and poets of the time, including William Cobbett, John Clare, and William Wordsworth, lamented the destruction of the traditional village life that had been a feature of English life for centuries.
The Long View
In the long run, the Agricultural Revolution made possible not only industrialization but the modern world. It lifted average living standards, supported the growth of cities, and released labor for the new industrial economy. It also created new social and environmental problems, from the loss of biodiversity in the countryside to the concentration of land ownership, that continue to shape debates about farming and food today.
The agricultural and industrial revolutions are best understood together, as parts of a single great transformation.
The Continuing Question
The unresolved question about the British Agricultural Revolution is the same as the unresolved question about the British Industrial Revolution as a whole: was it a uniquely British transformation, or a more general European development of which Britain happened to be the leader? The traditional answer, going back to the 19th-century Whig historians, is that the British Agricultural Revolution was exceptional: the enclosures, the new crops, the selective breeding of livestock, and the consolidation of farms were more rapid in Britain than in continental Europe. The revisionist answer, developed in a generation of comparative agricultural history since Mark Overton’s Agricultural Revolution in England (1996), is more cautious: the same general trends — falling labor requirements per acre, rising yields, declining share of the workforce in agriculture — were visible in the Low Countries, northern France, and parts of Germany on roughly the same timeline, and the British case is best read as a leading example of a broader northwestern European pattern. The interesting current question, raised in Robert Allen’s The British Industrial Revolution in Global Perspective (2009) and developed in Branko Milanović’s Global Inequality (2016), is whether the British Agricultural Revolution was a necessary condition for the British Industrial Revolution, or whether it was a parallel development whose existence is more about the local political economy of the British state (the Enclosure Acts, the protectionist Corn Laws) than about the underlying economic potential. The honest answer, given the comparative data, is probably: the British Industrial Revolution required British agricultural productivity growth to be sufficiently rapid, but it did not require it to be uniquely British, and the timing of the British take-off reflects a particular set of local conditions rather than a more general European transformation.
